       During the process of establishing world-class universities and promoting the "211 Project", we have attained a piece of successful experience for the development of knowledge economy that is to establish high-tech industry bases around universities and to develop science and technology parks. By the end of 2002, there had been 22 national university science and technology parks established nationwide and there emerged a group of high-tech enterprises attracting a great deal of social attention. These enterprises have driven the development of national new technology industry and made great contribution on the cultivation of new economic increasing point. At the same time, these enterprises have made considerable sales revenue, which has become an important resource of education capital for these universities.
          The rich talent and technical resources in universities and colleges have consisted of an important foundation for the stable and continuous development of national economy. The soaring development of Beijing Zhong Guan Cun High-tech industry is a best proof of the prominent leading and basal function of universities. The main channels through which the universities and colleges promote the development of economy and high-tech include:
Firstly, strengthen the cooperation between universities and enterprises. This kind of cooperation can not only cultivate modern talents with innovation spirit and practice ability, but also promote the transform of high-tech production. The main forms are: cooperate in research (universities are Campus of Zhejiang University.responsible for research and prophase technology development, while enterprises are responsible for industrialization); universities transfer their technology to enterprises; universities and enterprises cooperate to establish high-tech enterprises. This kind of cooperation between universities and enterprises, and "alley between enterprises and universities" has developed into an important trend. Universities should exert their talents and technology advantages, strengthen their cooperation with enterprises, and play a key role in technology innovation, production transfer, and establishment of national innovation system.
